In keeping with federal laws regarding open records and transparency, the MPO produces reports and plans for how it conducts business which are made available to the public. These federally mandated documents include:
Annual Performance and Expenditure Report
The Annual Performance and Expenditure Report (APER) is a budget report prepared once all bills in a fiscal year have been cleared. The report details that actual amount spent on each budgeted task listed in the Unified Planning Work Program (UPWP) during the fiscal year.
Annual Project Listing
The Annual Project Listing (APL) outlines the projects within the MPO boundary that have had federal funds obligated to them. The purpose for the report is to track whether projects listed in the Transportation Improvement Program (TIP) were executed as planned.
Public Participation Plan
The Public Participation Plan outlines the processes that the MPO staff will utilize to engage the public and how much time will be provided to receive public comments on different work planning documents. The plan details items including open records requests, internet usage and visualization techniques.
Title VI Limited English Proficiency Plan
The Title VI Limited English Proficiency Plan is a tool the MPO develops to support Tyler Transit in providing service to their customers. The plan analyzes the regional demographics obtained from the decennial census to determine how citizens with limited English proficient should be engaged.
