Title VI - Civil Rights
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in any program or activity that receives Federal funds or other Federal financial assistance. As a recipient of Federal transportation funds, Tyler Area MPO is required to create and implement a Title VI program for compliance purposes. The Title VI Plan provides an overview of the organization and details how the Title VI program will be implemented by the MPO.

Person Eligible to File
Any person who believes that he or she or any specific class of person has been subjected to discrimination or retaliation prohibited by any of the Civil Rights Act may file a written complaint. The complaint may be filed by the affected individual or a representative and must be in writing.
How to file a Civil Rights Complaint
Formal complaints must be in writing and signed by the person(s) or representative and include the complainant's name, address, and telephone number.

Time Limits for Filing
A complaint must be filed no later than 180 days after the following:
- The date of the alleged act of discrimination; or
- The date when the person(s) became aware of the alleged discrimination; or
- Where there has been a continuing course of conduct, on which that conduct was discontinued or the latest instance of the conduct.

The Limited English Proficiency Plan (LEPP) was adopted to meet the Federal Transit Administration's (FTA) requirement to comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, or national origin. As a recipient of FTA funds, this transit system has pledged to take reasonable st
eps to provide meaningful access to its transit services for persons who do not speak English as their primary language and who have a limited ability to read, speak, write, or understand English.
